What does it say about Y!A that they would reinstate a removed answer, then fail to reinstate THE SAME ANSWER.?

When you appeal a violation, it is reviewed by an actual human. Whether the question/answer is restored or not is then in that person's hands. The guidelines are pretty broad and non-specific, so pretty much EVERYTHING could be considered a violation, if that's the outcome that the reviewer is looking for.
